威发集团于1978年成立，集团早期从事于为香港为基地之厂家提供塑料包装产品之设计及制造。至1981年，集团扩展其生产线至挂墙装饰、庆祝会用品及面具等等。其后于1983年，在位于南中国之珠海市成立生产设施以设计及生产庆祝会用奇趣精品，并于次年，加入圣诞及其他节日装饰品。集团于1988年再度扩展，将所有生产线迁入中国内地，在香港只保留市场推广及行政部门。通过收购及合并，集团再度扩展至印刷产品、瓦楞纸箱、颜色配料等生产业务，以及PVC胶片及塑料原料贸易。
