公司成立于1994年，承担了集团公司的全部主营业务。2001年，公司股票在上海证券交易所挂牌交易。公司总部位于黑龙江省牡丹江市，地处中、俄、朝合围的经济“金三角”腹地，林海雪原与火山湿地是其独有的地域特色，素享“中国雪乡”“鱼米之乡”“塞北江南”等美誉。公司专注于特种薄页纸的研发与生产制造，主营产品为卷烟纸、滤棒成形纸、手卷烟纸、新型烟草用纸、接装纸等烟草行业用纸，家居装饰用纸、低定量包装用纸、生活用纸、热转印用纸、低定量出版印刷用纸等非烟用纸及麻浆。纸产品总产能近23万吨，麻浆产能6000吨。公司“绿色成长之轮”系列商标荣获黑龙江省著名商标；“恒丰纸业”牌产品荣获黑龙江省名牌产品；产品覆盖国内全部中烟工业公司，以及中烟实业下属公司及其附属材料厂，国内市场覆盖率100%，份额占据中国烟草的三分之一以上。同时，公司产品国际销售网络覆盖41个国家、183家客户，现已形成了立足中国、遍布亚太、辐射欧美的国际营销网络。
